Have you had to pay upto $10 to get a passport photo processed? I started designing my own with photoshop after paying these fees. Now passport’s are even easier to make with the Free Passport Photo Software from ePassPhoto.

Is it Easy?
Well you need access to a digital camera. Then, according to the site, you need to take a digital photo of the subject with a neutral expression, closed mouth and open eyes to create biometrics-compatible photo.

Upload the photo to the ePassPhoto site and they take care of the rest.
