Postponing the Digital Transition Switch

So since Nielsen estimates that Americans are not read for the digital transition switch, the idea of postponing the whole ordeal even longer.  The reason to postpone the digital transition switch comes from the following figures:

Nielsen estimates that 7.8 million households, nearly 7% of all television homes in the United States, are unprepared for the end of analogue television as they still do not have a set that can display a digital signal.

Honestly, why is postponing the digital transition switch necessary? There have been ads on TV for the last year telling how to prepare. Coupons can still be ordered. They make TV as if it is a necessity for living.  I think tough love is the best method here.  Make the switch and those that are not prepared will be more motivated to become prepared.
