In Shangri-La the international committee decided to forcefully reduce CO2 emission levels to mitigate the global warming crisis. Tokyo becomes destroyed be a large earthquake. Toyko will be rebuilt, but only 3,500,000 people will be allowed in to the new city. This is a story of the disparity between the elite living in the walls of the new Tokyo and those living in the jungle outside.
